Background

Saudi Arabia will require private sector companies to achieve a 70% Saudisation rate in selected project management professions from February next year. The move is part of the Kingdom’s wider plan to increase the participation of Saudi nationals in specialised jobs.

The decision will apply to project management director, project management engineer and project management specialist roles. It will cover private sector establishments that employ three or more workers in the listed professions.

The Ministry of Human Resources and Social Development will implement the policy in partnership with the Ministry of Municipalities and Housing. The requirement will apply at the establishment level, based on the Saudi Standard Classification of Occupations.

The ministry said the move aims to strengthen local talent and create more opportunities for Saudi nationals in specialised professions. It also supports the country’s Labor Market Strategy and the objectives of Saudi Vision 2030.

Employers will need to meet the 70% localisation requirement for the specified roles. The ministry has issued a procedural guide to help companies understand the new rules and prepare for implementation.

The guide explains the professions covered by the decision, how employers should calculate their Saudisation rate and the requirements for compliance. It also provides details on the implementation process.

The latest measure is part of Saudi Arabia’s continuing efforts to increase the employment of citizens in the private sector. The Kingdom has introduced localisation rules across several specialised professions as it works to reduce dependence on foreign workers and develop its domestic workforce.
