Background-

Jeddah Tower and the first phase of its surrounding master-planned city are now targeted for completion in late 2028, according to Jeddah Economic Company (JEC) chief executive Fabian Toscano. The tower is set to become the tallest building in the world once complete.

Speaking at the Saudi Mega Projects 2026 conference in Riyadh, Toscano said the structure reached its 116th floor last month, at an elevation of about 466 meters. With 41 of the planned 157 floors still to go, the project is moving steadily toward its final height.

The updated timeline is a few months later than dates shared last year. Toscano said the project is managing supply chain and cost pressures that are affecting major construction projects across the Middle East, including regional conditions that have lifted procurement and labor costs for contractors across Saudi Arabia.

The tower stands in Obhur, about 20 kilometers north of central Jeddah, between Obhur Creek and the Red Sea. It is the only vertical structure currently rising across the 5.3 million square meter Jeddah Economic City masterplan, which Toscano called the heart of the project.

Designed to surpass Dubai’s 828-meter Burj Khalifa, the tower is engineered to exceed 1,000 meters. It will house a Four Seasons hotel, commercial offices, residential apartments and what is planned to be the world’s highest outdoor observation deck.

Work resumed after major contracting consortiums returned and key shareholders, including Kingdom Holding Company and Saudi Binladin Group, renewed their backing.

The project supports Saudi Arabia’s push to build tourism and real estate hubs along its western coast under Vision 2030. Jeddah Economic City is planned to host over 200,000 residents.
